The mission of the Co-operative Housing Federation of Canada (CHF Canada) is to inspire, represent and serve our members in a united co operative housing movement. CHF Canada sets out a strategic plan to meet member’s needs.
The Housing Stability Support Bank offers financial assistance to low-income community members to obtain or retain their housing, and offers financial assistance to those at risk of homelessness to remain housed. They provide interest free loans to assist with Rental Arrears, first month’s rent (ODSP recipients only), and/or last month’s rent. Occasionally, they offer short-term grant money to use instead of loans. However, they tend to be depleted very quickly. Updated on May 1, 2023, the things they assist with:
Exceptional Circumstances: those applying for Exceptional Circumstances related to combined HSB loans, the applicant must pay 25% of their outstanding loan balance in the form of a good faith payment before being approved for further assistance
Overpayments: a tenant will need to pay any rental arrears owing above HSB assistance in order to be approved for a rental arrears loan in order to ensure the tenancy is maintained.
They also assist with the completion of Ontario Electricity Support Program applications. Applications are completed by appointment only. Please contact The Housing Stability Bank for an appointment at one of the 9 locations throughout London.
The Youth Shelter 30 affordable apartments with on-site programs and employment for at-risk youth aged 16-24 years old. The Youth Shelter provides a safe environment for at-risk youth, while encouraging them to explore options and supporting them to make positive choices. Their team is committed to working towards the elimination of youth homelessness.
Programming encompasses supportive housing, education, employment, family connections and interventions to address health concerns and/or addictions. The Youth Shelter bridges the gap between youth and needed services in the community, by providing comprehensive resources, harm reduction, and serving as a connecting point for community partnerships.

Habitat for Humanity is a non-profit organization that strives to provide opportunities for families to achieve affordable and sustainable home ownership as a means of breaking the cycle of poverty and strengthening communities. They provide quality and affordable homes to low-income individuals who cannot afford a conventional mortgage. They also sell new and used building and renovating materials and supplies between 50-80% below market cost. Habitat for Humanity applicants who would not normally qualify for bank mortgages, due to low incomes, are expected to carry the mortgage of the land, while materials to build the house are donated.
A family or individuals applying for home ownership through this organization must meet certain criteria.
St. Leonard’s Society of London offers youth community and school based programs, including housing for those who experience chronic homelessness. They also offer purposeful programs for adults and youth who are or could be in conflict with the law. Their mission is to support, advocate with, and empower individuals who are, or who are at risk of being justice-involved. Some programs can be accessed by anyone who wants service, but in other cases they may need a referral.
St. Leonard’s runs Project Home which is a stability/housing first program for homeless prevention. They believe that, as a city, they can solve homelessness, and work closely with a number of community partners to help reach this goal.
The Housing Access Centre (HAC) provides information, takes applications, and maintains the waitlist on behalf of the housing providers for social housing in the City of London and Middlesex County for housing such as:
The housing providers continue to be fully responsible for their own tenant/member selection.
Acceptance to housing is need-based and waiting lists are long. Units are available for families, seniors, physically and developmentally challenged, low-income earners, sole-support parents, and individuals discharged from psychiatric care.
Under certain circumstances, you may qualify for Special Priority Status or Urgent Status.

Indwell is a Christian charity that creates affordable housing communities that support people seeking health, wellness and belonging.
The LMHC is a non-profit corporation that provides subsidized housing for the City of London and the County of Middlesex. They are the largest providers of RGI housing in this area. LMHC envisions healthy homes and communities. They have 3,282 housing units across 32 properties, for more than 5,000 people. The individuals are a diverse cross-section of low-income families, seniors, adults, and new Canadians.
There are many different kinds of affordable housing across London and Middlesex County. All applications for Rent-Geared-to-Income (RGI) housing must go through the Housing Access Centre.
The Ontario Electricity Support Program provides monthly on-bill credits for lower-income customers to help reduce their electricity bills. If you heat with electricity, or use electronically-powered medical devices, you may receive higher credits.
